Vietnam unveils new health programme to expand free care and nationwide electronic records

Vietnam’s government has approved an action programme to improve health protection, care and promotion across the country. The plan includes free health screenings and treatment for students, workers and insured citizens from 2026, as well as the introduction of a nationwide electronic health record system for all residents. This is reported by

The overarching goal is to build a “healthy Vietnam” where universal access to health services, preventative care and healthier lifestyles contribute to sustainable national development.

Key initiatives include:

  • Public Health Day: a proposal will be submitted to designate 7 April as an annual nationwide observance, targeted for completion in early 2026.

  • Health education in schools: a curriculum will be introduced across different education levels, beginning in the third quarter of 2026.

  • Vaccination decree: a government regulation on immunisation is scheduled by 2026.

  • Insurance expansion: piloting flexible health insurance schemes, including prevention-focused coverage for priority groups, with completion planned for 2027.

At the same time, the government will encourage the growth of commercial health insurance to complement the national scheme and meet diverse public needs.
