Kazakhstan has taken another step towards strengthening its international research ecosystem after the Ministry of Science and Higher Education of the Republic of Kazakhstan signed a Memorandum of Understanding with the Skolkovo Institute of Science and Technology (Skoltech) to expand cooperation in science, higher education and innovation.
The agreement was concluded following talks between Sayasat Nurbek, Minister of Science and Higher Education of Kazakhstan, and representatives of Skoltech. The discussions focused on developing long-term collaboration in scientific research, postgraduate education, researcher training and technological innovation, as reported by

Under the agreement, the two sides will promote joint research projects in strategically important scientific fields, expand academic exchanges and increase opportunities for research internships, professional development and international scientific cooperation.
One of the key priorities will be providing Kazakh researchers, university lecturers, master’s students and doctoral candidates with access to advanced research infrastructure, laboratories and academic resources, enabling them to participate in cutting-edge scientific projects and strengthen their research expertise.
The partnership also provides the organisation of joint conferences, seminars, lectures and educational programmes designed to enhance researchers’ professional skills and encourage closer cooperation between academic institutions.
The initiative builds on Kazakhstan’s broader strategy of expanding international scientific partnerships and strengthening global academic links. During an official visit to Moscow in December 2025, representatives of Kazakhstan’s higher education sector explored opportunities for cooperation with leading research institutions, laying the groundwork for the new agreement.
Officials noted that the partnership is expected to contribute to the development of Kazakhstan’s research capacity by increasing academic mobility, supporting collaborative scientific projects and improving access to world-class research facilities.
According to the Ministry of Science and Higher Education, the memorandum marks a new stage in Kazakhstan-Russia cooperation in science and higher education. The implementation of joint research initiatives, expanded researcher exchanges and wider access to international training opportunities is expected to strengthen Kazakhstan’s scientific potential, support the development of highly qualified specialists and enhance the global competitiveness of the country’s research sector.
