Brazil played an important role in strengthening the BRICS climate agenda and linking the group’s priorities with the COP30 climate change process, Luan Scliar, Executive Director of the BRICS+ Institute for Cultural Exchange and Economic Development, said in an exclusive comment to TV BRICS.
According to Scliar, Brazil’s role was particularly visible in shaping the group’s agenda around climate change. He noted that during Brazil’s presidency, BRICS adopted three substantial declarations addressing health, climate change and artificial intelligence, which he said could provide a basis for continuity under India’s presidency.
He highlighted the climate declaration as an important element of Brazil’s contribution to the BRICS agenda, noting that Brazil also explicitly linked the group’s work with the COP30 climate change agenda.
“Brazil […] has linked BRICS explicitly to the COP30 climate change agenda, and back then, with these arrangements, BRICS managed to be a solid voice in the COP30, mobilising this ambition of US$1.3 trillion by 2035 for developing country climate,” he said.
Scliar also pointed to the creation of the New Development Bank as another major contribution to the BRICS agenda.
Looking ahead, Scliar stressed the importance of maintaining continuity in the BRICS agenda and developing an institutional legacy across successive presidencies. He said the declarations adopted under Brazil’s presidency could help shape the direction of the group’s work under India.
