Brazilian President signs a decree establishing the Union Programme for the Democratisation of Property

The programme’s priorities are housing, land regularisation and infrastructure works

President of Brazil Luiz Inacio Lula da Silva has signed a decree to create a programme to democratise the union’s property Popular Property. The government’s aim is to give public assets a strategic purpose and establish a dialogue between the federation and society.

The document will create an inter-ministerial committee that will be responsible for managing the programme, as well as state forums for democratic property management that will gather local demands and support the monitoring of the programme.

Under the programme, abandoned residential buildings will be restored and given to families in need. A total of 483 public buildings are eligible for the programme. The project also envisages the transfer of areas and buildings for education, health and leisure.

Thus, the Brazilian government is considering the placement of 500 properties in 200 municipalities. Of these, 68 are to become parks and cultural facilities, and 49 are to be used for the construction of schools, universities and federal institutions. The People’s Property Programme will include properties without a defined purpose, such as vacant urban areas, occupied and unoccupied buildings, residential complexes with non-titular families, and informal urban centres with and without infrastructure. Among the instruments of asset allocation will be transfer, donation, transfer to federal agencies, and alienation with exchange.
