Cape Town to introduce innovative digital system for driving tests

The Cape Town authorities are beginning to introduce a new Computerised Learner’s Licence Testing (CLLT) system. Candidates will take the driving licence test on digital screens instead of booklets, according to
IOL.

According to the resource, the system has already been launched in two of the city’s 18 Driving Licence Testing Centres (DLTCs), and installation has been completed in two more. The system is expected to be implemented in all DLTCs by mid-February 2026.

Mayoral Committee Member for Safety and Security, JP Smith, said the transition brings the country closer to the digital age and will also allow for faster results.

“Perhaps it can even reduce waiting times for appointments. We are really excited about the change, and hopefully it’ll unlock further positive digital developments, like the online booking system, which is only available in a few provinces currently,” he added.

The Computer Learner Licence Testing (CLLT) system offers a number of significant advantages, including fast and accurate digital results and reduced risk of fraud through standardised testing and biometric verification, experts claim. The system supports all 11 official languages of South Africa; moreover, it supports hearing-impaired applicants and guarantees uninterrupted operation even during power outages.

Western Cape’s Provincial Minister of Mobility Isaac Sileku previously stated that this digital transition is an important step towards safer roads and a stronger economy. Improving driver skills through fair testing also contributes to expanding employment opportunities, supporting the province’s job creation strategy.
