Expert: Southeast Asia’s digital infrastructure can be model for Global South

The Trends IV International Technology Forum-Exhibition will take place in Moscow from 28 to 29 May, bringing together more than 11,000 participants from all over the world. The event will become the largest platform for discussing advanced solutions in the field of artificial intelligence, blockchain, fintech, robotics, and other areas.

One of the speakers at the forum will be Amor Maclang, Secretary General of the International Digital Economies Association (IDEA) and organiser of a number of projects in the ASEAN region. In an exclusive commentary for TV BRICS, she noted that Southeast Asian countries are actively shaping their own digital infrastructure, which can become a model for the Global South.

“There are several visionary projects within ASEAN and among its global partners that focus on digital transformation, blockchain, and AI – reflecting a broader trend toward infrastructure and digital interconnectivity. The ASEAN Digital Masterplan 2025 sets a strategic roadmap for the region to become a leading digital community and economic bloc. It emphasises advanced technologies like AI, 5G, cloud computing, and IoT to boost regional competitiveness and resilience,” Maclang emphasised.

She said one notable example of relevant initiatives in the region is the Dunbar project, which is being implemented in collaboration with the central banks of Malaysia and Singapore. It aims to build and test a platform for multilateral cross-border payments using blockchain technology and central bank digital currencies (CBDC).

She also mentioned the ASEAN Single Window, a platform to exchange customs documentation and facilitate cross-border trade between ASEAN countries.

The organisation, which Maclang represents, is working to expand partnerships not only in Asia but also in Latin America, Africa, and the BRICS countries. The focus is on ethical AI, digital sovereignty and equitable transformation, emphasising the role of the global South in the world’s new digital architecture.

The Trends Forum will bring together more than 110 speakers, dozens of technology companies, innovators, and government officials.
