Brazilian President Luiz Inacio Lula da Silva signed Decree 11.856/2023 establishing the National Cybersecurity Policy (PNCiber). The proposal was made by the Office of Institutional Security (GSI).
The decree also establishes the National Cybersecurity Committee, which will be convened quarterly and will include representatives from government, civil society, academic institutions and business sector organisations. The committee will be responsible for proposing updates to the programme.
In addition, the group will be responsible for creating a National Cyber Security Strategy and a National Cyber Security Plan, as well as proposing engagement strategies to promote international technical co-operation in this field. This is reported by

The decree defines the main principles of the national cybersecurity policy:
national sovereignty and the prioritisation of national interests;
guarantee of fundamental rights, especially freedom of expression, protection of personal data, protection of privacy and access to information;
preventing cyber incidents and attacks, in particular those targeting critical national infrastructures and essential services provided to society;
increasing the resilience of public and private organisations to cyber incidents and attacks;
education and technological development in the field of cybersecurity;
cooperation between public and private bodies and organisations on cybersecurity issues;
international technical co-operation in the field of cybersecurity.
