President of Brazil signs law establishing National Education System

President of Brazil, Luiz Inacio Lula da Silva, has signed into law the establishment of the National Education System. This law is designed to structure educational policy at all levels – from kindergartens to universities, reports Toda Palavra, a TV BRICS partner.

The new system envisages cooperation between federal, regional, and municipal authorities to coordinate educational processes. The system will organise and manage basic education in the country, similar to how the Unified Health System (SUS) manages healthcare.

“Now we can receive real-time information and monitor the development of each student, as well as improve conditions in schools and support teachers. This is positive cooperation at all levels of government, which will help solidify the revolution in Brazilian education,” noted Lula da Silva.

Among the goals are also the elimination of illiteracy, ensuring equal educational opportunities for all, and supporting education for indigenous peoples. The law provides for the use of a new indicator – the per capita cost of education (CAQ), which will form the basis for calculating investments in the system.

The amendment on the National Education System was introduced into Brazil’s constitution back in 2009. The bill was debated in the Senate and Chamber of Deputies for several years and has now officially become part of the country’s educational policy.
