Russian president’s decree equates digital identity documents with paper versions

Russians will be able to present a digital identity document from “Gosuslugi” instead of a paper passport⁠

The decree of the President of the Russian Federation from 18.09.2023 № 695 “On the presentation of information contained in identity documents of a citizen of the Russian Federation, using information technology” regulates the use of digital versions of documents posted on “Gosuslugi”.

This initiative has been introduced to enhance public convenience. As per the President’s directive, the concerned ministries, in collaboration with the Federal Security Service (FSS), will specify the documents that can be presented via a mobile application on smartphones within a three-month period. Additionally, protocols for the utilization and processing of the provided information will be established.

Citizens on a voluntary basis will be able to provide documents via the mobile app.

In early 2023, Maksut Shadaev, who heads the Ministry of Digital Development, put forward a proposal to create a digital identity card based on the portal of state services. Vladimir Putin approved the minister’s initiative and suggested speeding up the process.
