Vietnam to implement stricter vehicle emission standards in major cities

Vietnam is taking action to improve air quality in its major urban centres by introducing stricter vehicle emission standards in Hanoi and Ho Chi Minh City, starting in 2027. The move comes as part of a draft decision issued by the Ministry of Agriculture and Environment, as reported by
VNA, a partner of TV BRICS.

Under the proposed regulations, cars manufactured from 2017 onwards will be required to meet Level 4 emission standards from January 2027. Vehicles produced from 2022 will then need to comply with the even more stringent Level 5 standards from January 2028, according to local media reports.

Level 4 and Level 5 standards are defined within Vietnam’s National Technical Regulations on Emissions of Automobiles Participating in Road Traffic. These regulations, established in June 2025, set maximum permissible exhaust limits designed to reduce pollution and improve air quality in the country.

This initiative builds upon previous measures aimed at combating air pollution. In July, Vietnam announced a ban on fossil-fuel-powered motorbikes and mopeds from entering Hanoi’s inner Ring Road 1, effective from July 1, 2026.
