Zimbabwe finalises national health insurance bill with rollout expected in 2026

Zimbabwe has finalised the draft bill for its National Health Insurance Scheme, with the government expecting it to become law by the end of 2025 and the scheme to begin rolling out in 2026. This was reported by

Minister of Health and Child Care Douglas Mombeshora stated that the initiative is being designed in line with international best practices to establish a well-financed and inclusive system that delivers improved healthcare outcomes for citizens. He confirmed that the draft legislation is now ready to be presented to Cabinet and Parliament.

According to the minister, the scheme is intended to provide universal health coverage for all Zimbabweans.

“We are hoping that the bill will become an act by the end of this year, and we will start rolling out our national health insurance sometime next year. Hopefully, by mid-next year, it will be in operation, and that will mean universal health coverage for all citizens and residents of Zimbabwe,” Mombeshora said.

If approved, the scheme will significantly expand access to healthcare in a country where only 10 per cent of the population is currently covered by private medical insurance. It is expected to close this gap and bring Zimbabwe closer to regional and global standards for universal health access.

The government views the National Health Insurance Scheme as a cornerstone reform, with the potential to transform the health sector and extend affordable, reliable medical services to millions of people.
