Russia and Africa adopt cooperation plan for 2027–2029

Following the Third Russia–Africa Summit, three documents were adopted: The Declaration of the 3rd Russia–Africa Summit, the Declaration of Cooperation in the Civilian Application of Artificial Intelligence Technologies, and the next Russia–Africa Partnership Forum Action Plan for 2027–2029. This was reported on the Kremlin website.

The new plan provides for the development of joint production, scientific research and technology exchange. Among the most specific areas are the launch of space satellites for African countries, the production of medicines and vaccines on the continent, and the development of drought-resistant agricultural crops.

In the space sector, the parties intend to cooperate in the development of satellite communications and navigation, as well as Earth remote sensing. The document also provides for the training of specialists for Africa’s national space agencies.

In healthcare, Russia and African countries plan to develop joint pharmaceutical production. In agriculture, priorities will include the exchange of agricultural technologies, the development of land reclamation, and the breeding of drought-resistant plant varieties and hybrids.

“To promote the exchange of agricultural technologies adapted to the climatic conditions of the African continent and experience in land reclamation, as well as the breeding of drought-resistant agricultural plant varieties and hybrids,” the Action Plan states.

Artificial intelligence is a separate area of cooperation. The parties intend to develop an Africa–Russia specialist training programme covering machine learning, data analysis and cloud technologies. Plans also include creating joint research centres and developing technology transfer mechanisms.

Industrial partnership will focus on mineral processing, metallurgy, fertiliser production and medical technologies. The document sets the task of increasing “mutual production and export potential for value-added industrial products”.

The plan also covers the modernisation of ports, airports, roads and railways, river transport, the development of green energy and specialist training. In the cultural and humanitarian sphere, it provides for the joint production of films, animated films and computer games, the expansion of educational exchanges and cooperation between Russian and African media outlets.

Implementation of the agreements will be coordinated by the relevant government bodies and organisations. Progress in implementing the Action Plan is expected to be reviewed annually at ministerial conferences of the Russia–Africa Partnership Forum.

The Third Russia–Africa Summit was held in Moscow on 28–29 October 2026. It was attended by representatives of around 50 African countries, including heads of state and government.
